Lisboa Empreende + is a Municipal initiative program that supports entrepreneurship, boosts the local economy and promotes job creation.
Its purpose is the creation/development of businesses and the provision of specialized support to SMEs.
This is an inclusive program, which supports any individual or legal person who wants to develop a profitable activity in the municipality of Lisbon, where the commercial establishment or company headquarters must be located.
All support provided by Lisboa Empreende+ is free.
The Lisboa Empreende+ Program has two main aspects of support:
SPECIALIZED SUPPORT LE+ – Support for SMEs based in Lisbon, which have been impacted by the economic and financial situation. This support consists of specialized technical services in the areas of management, legal, communication and marketing.
NEW LE+ BUSINESSES – Support for entrepreneurs in the implementation or development of projects in the city of Lisbon. This support includes support in preparing the business plan, access to financing, training, among others.
Registration is done via an online form.

All nano, micro, small and medium-sized companies based in Lisbon or with establishments in the municipality of Lisbon, regardless of their legal nature, will be able to benefit from the support provided by the Lisboa Empreende+ program.
Any sector of activity or SME, under the circumstances described in FAQ 2, is eligible to benefit from the program’s support.
Yes, you can, as long as you have a branch or establishment located in the municipality of Lisbon. The initiative is aimed at companies located in Lisbon, whether through the address of the headquarters, branch or commercial establishment.
No. The Municipality of Lisbon and the partners that are part of the Lisboa Empreende+ program network provide their support free of charge.
To access the LE+ program, you only need to fill out the online form available on the website https://lisboaempreendemais.pt/
However, after registering online, for the New Business Creation aspect, the candidate is invited to add a first version of the business plan for the project, although it is not mandatory.
In terms of Specialized Support for SMEs, it is recommended to attach documentation that allows you to identify the requested support, even if this is not a requirement for admission to the program.
The personal data requested from you will be treated in accordance with the rules defined in this privacy policy.
The request for specialized support addressed to us must choose a single specific area and aims to enable interested parties to develop internal skills in areas considered strategic for any business: management, legal, communication and marketing
This support is provided directly by the Lisboa Empreende+ team or through partners in the program network.
It is important to highlight that this support is aimed at companies that are experiencing challenges arising from the economic and financial situation.
To be eligible for this support, the candidate must justify this need. Support is provided with prior analysis of each case, with the Lisboa Empreende+ team defining the company’s eligibility, as well as the number of hours considered appropriate for the specialized support in question.
The company must express its interest in accessing specialized support by filling out the form, identifying one area in which it wishes to have support.
LE+ provides personalized technical support with an economic-financial view of the business, providing a prior analysis of the business plan and access to financing instruments.
The promoter must pre-register online using the form and fill in the requested information.
You will then be contacted by the Lisboa Empreende+ team with a view to scheduling an exploratory meeting.
The first contact is made by the Lisboa Empreende+ team, by sending an email scheduling an online exploratory meeting to get to know the candidates and their project. These meetings are scheduled within a short period of time after pre-registration. For this reason, we recommend that the candidate is available to establish this remote contact and that they are prepared, so that they do not delay the entire process by missing or postponing the exploratory meeting.
If you cannot be present on the scheduled day and time, you must respond to the scheduling email, simply stating the reason why you will not be able to be present and telling us alternative dates and times. Whenever possible, the program team will try to respect the candidate’s availability, as long as it is reasonable.
If desired, the candidate may also call the Lisboa Empreende+ telephone number (+351 913 285 179), particularly when a last-minute unforeseen event has occurred that prevents them from participating in the meeting and wishes to reschedule.
According to the program’s operating rules, only two exploratory meeting appointments can be made for each registration. Unjustified absence from two regularly scheduled exploratory meetings will lead to cancellation of registration.
Yes you can.
Up to 3 participants on different devices with internet connection may be present at the exploratory meeting for this support.
The time required to complete a process varies greatly from case to case, depending on the documents required, the speed with which they are presented and their analysis/approval.
Therefore, it is not possible to determine a deadline for completing the process, as it varies depending on the complexity of the case and the intervening entities that analyze the process.
The access to financing aspect is ensured through the use of a network of partners from the Lisboa Empreende+ program.
In cases where the candidate intends to use financing and their project meets the conditions to apply for the National Microcredit Plan, the maximum amount of investment that is stipulated is €20,000.00 (twenty thousand euros).
Other credit amounts are subject to analysis by the program’s partner entities that have these skills
Completing the business plan as a way of preparing for the exploratory meeting is recommended, but not mandatory. In fact, the business plan serves as a working basis, facilitates understanding of the project and makes the most of the time available in the exploratory meeting, which is why we recommend filling it out, even partially, whenever possible.
However, if you are unable to complete the business plan before the exploratory meeting, this is not a problem, nor does it constitute an impediment to being supported by the program.
The choice of the bank that will provide the financing is the sole responsibility of the candidate.
It is important to note that the Lisboa Empreende+ program has partnerships with some financial institutions, with which it has built a working relationship and mutual trust over the years. Examples: BPI, Millennium BCP, CGD…
However, the candidate does not have to choose the financial institutions that partner with the program. The candidate is completely free to choose another institution, with the corresponding follow-up being their responsibility.
No, Lisboa Empreende+ does not have a pool of municipal spaces that can be transferred or allocated to the projects it supports.
This restriction arises from the current legal regulations, which require that the transfer of municipal spaces, whether stores or others, must be subject to a public tender or public auction.
Yes you can.
New Business LE+ is a vehicle to help create or develop businesses in Lisbon.
In this sense, the program provides support from the early stage of the project until its implementation.
The use of financing is a possibility that is available to those supported by the program, but it is not a requirement or an obligation.
