CML MEASURES
TEMPORARY MEASURES TO SUPPORT BUSINESSES AND EMPLOYMENT
They will be evaluated on an ongoing basis, taking into account their development and adaptation to the situation.
Income from commercial establishments in municipal spaces
Full exemption from paying rent for all commercial establishments in municipal spaces (municipal council or companies) that are closed.
This measure is in force until June 30, 2020, and also covers all kiosks and stores installed in municipal neighborhoods that remain open.
It is taken in conjunction with the Administration of the Port of Lisbon, covering commercial establishments operating in the Port of Lisbon area, without prejudice to specific particularities of the contracts managed by this entity.
Public space occupancy rates and commercial advertising
Suspension of charging all fees related to the occupation of public space and advertising to all commercial establishments, with the exception of banks, credit institutions and insurance companies.
This measure covers fees charged by Parish Councils. The period of suspension of fee collection starts retroactively on March 1, 2020 and ends on June 30, 2020.
Establishments whose annual license expires during this period of suspension will only have to request this renewal and make payment from June 30, 2020.
Provision on the use of non-reusable plastic
Suspension of the entry into force of the provision prohibiting the use of non-reusable plastic until June 30, 2020, so as not to hinder supply on a take-away basis.
Municipal investment plan
Ensure the implementation of the investment plan for 2020 and subsequent years of Lisbon City Council and municipal companies, estimated at 620 million euros, as a way of strengthening public service, supporting employment, and preserving production capacity.
Urban licensing services
Maintenance of urban licensing services in full operation, ensuring the use of teleworking for more than 400 workers in these areas. The measure aims to support the entire range of architects, designers, developers and builders, essential to the recovery of employment and the economy.
Payments to designers
Advance payment to designers, namely architecture, engineering and technical services offices.
This advance translates into immediate payment upon delivery of the project of up to 50%, with the remainder being paid after approval, as has been the case up until now.
SOCIAL EMERGENCY FUND (FES) CULTURE ASPECT
With a view to protecting cultural and creative activity in the city of Lisbon, through mitigating losses incurred as a result of the COVID-19 pandemic, an extraordinary regime is created to provide urgent and immediate financial support to agents and entities in the cultural sectors and creative, with the Operating Rules of the Social Emergency Fund – Cultural Support Aspect being added to the Operating Rules of the Social Emergency Fund of the Municipality of Lisbon.
